Description

The Virginia Peninsula Regional Jail solicits interested Offerors to submit proposals to provide perimeter security fence installation for Virginia Peninsula Regional Jail.
Background
The Virginia Peninsula Regional Jail (VPRJ) is operated by the Virginia Peninsula Regional Jail Board Authority and serves the counties of James City and York, as well as the cities of Williamsburg and Poquoson in Virginia.

The facility, constructed in 1997, spans approximately 166,000 square feet and has a rated capacity of 290 inmates. The purpose of this Request for Proposals (RFP) is to solicit proposals for the installation of perimeter security fencing at VPRJ.

Work Details
The contractor will be responsible for the following tasks:

1. Tree Service Work:
- Remove trees within ten (10) feet of the proposed work area, including stumps.
- Trim or prune trees across the rear of the parking lot as designated by the Point of Contact (POC).
- Complete rough grading prior to fence installation and final grading, seeding, and straw application after installation.

2. Fencing Removal & Installation:
- Remove existing posts, poles, chain-link fence, and gates; dispose off-site.
- Install a 12-foot high x 6 gauge galvanized chain-link fence with openings of 2½” x 2½” twisted selvage around the perimeter.
- Install a 10-foot high x 6 gauge galvanized chain-link fence between housing units.
- Use schedule 40 x 3” galvanized vertical poles set in concrete at least 36” deep with spacing of 8’ c/c.
- Reinforce structure with galvanized rails at top, center, and bottom; attach chain-link with heavy-duty twist ties.
- Install galvanized angles at top of poles for barbed wire and razor wire (30” double spiral concertina).

3. Walk-through Gates:
- Install six (6) walk-through gates measuring 7’ x 4’, made from schedule 40 x 2” galvanized steel with heavy-duty hinges and adjustable latches.

4. High Security Cantilever Gate Construction:
- Fabricate gate frames from aluminum extrusions with specific weight requirements for single/double track applications, ensuring structural integrity through diagonal bracing and appropriate welding standards.

Period of Performance
The contract period will commence upon award and is expected to be completed within a timeline established during negotiations following proposal selection.

The work will be performed at the Virginia Peninsula Regional Jail located at 9320 Merrimac Trail, Williamsburg, Virginia.
