RFP Software and Implementation Services for Public Safety

Background
The City of Fredericksburg, Virginia, is seeking proposals for a comprehensive public safety software solution, including Computer Aided Dispatch (CAD), Mobile Data System (MDS), and Law Enforcement Records Management System (LERMS).
The goal is to enhance the effectiveness of emergency services through improved information sharing among the Fredericksburg Police Department, Fire Department, and Sheriff’s Office.
The City emphasizes the need for a proven, integrated system that is fully functional and currently deployed in similar environments.

Work Details
The contract includes the provision of software, hardware, and services for the following components:
1. Computer Aided Dispatch (CAD) - A critical system for processing and dispatching emergency calls.
2. Mobile Data System (MDS) - For mobile access to dispatch information.
3. Law Enforcement Records Management System (LERMS) - For tracking police incident reports.
4. Mobile Data Devices (MDD) - Approximately 86 devices across law enforcement and fire services.
5. Automatic Vehicle Location (AVL) systems.
6. Field-based reporting (FBR).
7. Integration with third-party interfaces and GIS mapping systems.
8. Project management services including training plans, warranty/support provisions, acceptance testing, and hardware/software installation services.

Period of Performance
The anticipated start date for the project is January 1, 2025, with a detailed project schedule to be provided by the Proposer outlining key milestones such as requirements validation, solution design, hardware acquisition and installation, software installation, training phases, testing phases, and system acceptance.

Place of Performance
The work will be performed at city-provided data centers located in Fredericksburg, Virginia.
