Description

The intent and purpose of this Request for Proposal ( RFP ), and the resulting contract, is to obtain services from a qualified firm to provide inmate health service staffing for the Henrico County Sheriff ( HCSO ) in accordance with the Scope of Services section of the solicitation.
Background
The Henrico County Sheriff’s Office (HCSO) is seeking proposals for inmate health service staffing to ensure the provision of healthcare services to inmates within the Henrico County Jail System (HCJS).

The HCJS includes two facilities: Henrico Jail West, a 687-bed linear facility, and Henrico Jail East, a 654-bed direct supervision facility. The average daily population of inmates is approximately 1,090. This RFP aims to maintain accreditation with the American Correctional Association (ACA) and compliance with Virginia Department of Corrections (VaDOC) standards for healthcare in detention facilities.

Work Details
The Successful Offeror will provide onsite inmate health service staffing 24 hours a day, seven days a week. Responsibilities include:
1. Assisting in maintaining ACA and VaDOC accreditation.
2. Providing comprehensive healthcare services to all inmates, including initial medical screenings, health appraisals within 14 days of commitment, medication dispensing, sick call services at least five days per week, and managing medical isolation cells.
3. Ensuring compliance with the Prison Rape Elimination Act (PREA).
4. Staffing requirements include providing a total of 35.4 full-time employees and ensuring that all staff possess necessary licenses and certifications.
5. Conducting continuous quality improvement programs and participating in quarterly Medical Audit Committee meetings.
6. Managing medical records using the Healthsecure electronic system and ensuring proper documentation and reporting.

Period of Performance
The contract will commence on January 1, 2026, following the award in October 2025.

Place of Performance
Henrico County Jail System located in Henrico County, Virginia.

Bidder Requirements
Offerors must be authorized to transact business in Virginia and provide proof of such authorization in their proposal. They must also comply with all licensing requirements for healthcare providers in Virginia and ensure that all employees meet these standards. Additionally, pre-employment drug testing is required for all staff.
