RFP No. 24-2792-12JL - Architectural & Engineering Services - Recreation & Parks Sports & Facilities Improvement Projects

Background
The Commonwealth of Virginia, specifically the County of Henrico, is issuing this Request for Proposal (RFP) No. 24-2792-12JL to obtain Architectural & Engineering Services for Recreation & Parks Sports & Facilities Improvement Projects.

This initiative follows the approval of a $37 million Bond Referendum in 2022 aimed at enhancing the Division of Recreation & Parks. The contract aims to complete two remaining projects funded by this referendum and other smaller design projects that are not covered by separate RFPs.

Work Details
The Successful Offeror will provide comprehensive architectural and engineering services, including but not limited to:

1. **Program Phase**: Development of site plans based on consultations and site evaluations, including geotechnical assessments and environmental reviews.
2. **Schematic Design Phase**: Full design and permitting services with cost estimation for alternatives.
3. **Design Development Phase**: Preparation of detailed design documents post-approval from the County.
4. **Plan of Development (POD)**: Submission of a POD that meets Henrico County’s review process requirements.
5. **Construction Document Phase**: Creation of working drawings and specifications for construction bidding, ensuring compliance with applicable codes.
6. **Bid Phase**: Compilation of bid documents, conducting pre-bid meetings, evaluating bids, and providing recommendations for contract awards.
7. **Construction Phase**: Administration of construction contracts, including site visits, progress meetings, payment certifications, change order management, and final inspections.
8. **Record Documents**: Provision of project record documents including as-built drawings and other relevant documentation.

Period of Performance
The contract will be effective for one year from the date of award or until the cumulative project fees reach a maximum limit of $10 million across all projects under this contract.

The contract may be renewed for up to three additional one-year terms at the discretion of Henrico County.

Place of Performance
The services will be performed within Henrico County, Virginia.
