RFP No. 025-007 - Mechanical Engineering Consulting Services (MEC) VIII for VRE Rolling Stock and Mechanical Operations

Background
The Virginia Railway Express (VRE) is a commuter rail service linking the District of Columbia and Northern Virginia. The service is jointly owned by the Northern Virginia Transportation Commission (NVTC) and the Potomac and Rappahannock Transportation Commission (PRTC). VRE began operations in 1992 and aims to expand its services to double ridership by 2040, necessitating additional railcars and facilities.

The purpose of this Request for Proposals (RFP) is to establish a contract with a qualified engineering firm for mechanical engineering consulting services related to VRE's rolling stock and mechanical operations.

Work Details
The selected contractor will provide all labor, supervision, materials, equipment, supplies, tools, transportation, and incidentals necessary for mechanical engineering, quality assurance, and administrative consulting services. This includes support for equipment acquisition, maintenance, modifications, and select shop services.

The work will be performed on an on-call basis through task orders as required by VRE.

Period of Performance
The contract will commence upon award and will continue as needed based on task orders issued by VRE.

Place of Performance
The services will be performed primarily at locations designated by the Virginia Railway Express within Northern Virginia.
