Background
Colonial Behavioral Health (CBH) is a political subdivision of the Commonwealth of Virginia, mandated to provide services for mental health, developmental disabilities, and substance use disorders. The agency serves the Cities of Poquoson and Williamsburg, and the Counties of James City and York.

This Request for Proposals (RFP) aims to establish a contract with a qualified vendor for comprehensive janitorial services across multiple agency facilities.

Work Details
The Contractor shall provide comprehensive janitorial services for all designated Colonial Behavioral Health facilities. This includes labor, supervision, equipment, tools, materials, and supplies necessary to maintain a clean environment. Services must ensure consistent quality across all sites and comply with federal, state, and local laws. Specific tasks include:
- Cleaning schedules during evening hours.
- Compliance with security requirements including arming/disarming security systems.
- Maintaining cleanliness in restrooms, offices, hallways, waiting rooms, etc.
- Reporting low stock of cleaning supplies provided by CBH.
- Addressing service issues promptly.
- Performing tasks as specified in Attachment B regarding frequencies and performance standards.

Period of Performance
The contract will commence upon award and is expected to last for an initial term with options for renewal based on performance evaluations.

Services will be performed at various locations including:
- 1651 Merrimac Trail
- 1657 Merrimac Trail
- 1659 Merrimac Trail
- 111 Warwick Court
- 473 McLaws Circle
- 921 Capitol Landing Road
- 3804 George Washington Highway
- 223 Water Country Parkway
- 2001 Galt Lane in Williamsburg and surrounding areas.

Bidder Requirements
Bidders must have been in continuous operation providing janitorial services for at least five years. They must demonstrate experience servicing multi-site facilities with a combined square footage of at least 40,000 square feet. The contractor must also comply with insurance requirements including professional liability and worker's compensation. Additionally, criminal background checks are required for all employees assigned to CBH.
