RFP #FY26-800-02 - Security Access Control System (SACS)

Background
The Norfolk Airport Authority is seeking proposals for a Security Access Control System (SACS) and Closed-Circuit Television (CCTV) maintenance and support services. The goal of this contract is to ensure the delivery of a secure, enterprise-grade SACS and CCTV network that meets operational and regulatory needs at the Norfolk Airport Authority.

Work Details
The selected Offeror will conduct an initial assessment and audit of the existing infrastructure, procure, install, configure, and maintain necessary hardware and software. The Offeror will also serve as the system integrator for new construction projects involving SACS. Specific tasks include:

1. Assessing existing systems including approximately 2,850 SIDA badges, 275 HID proxy cards, access points like doors and gates, and alarms for emergency exits.

2. Covering facilities such as Departures Terminal, Arrivals Terminal, two concourses, Field Maintenance Facility, Cargo Facility, Fixed-Based Operator Facility, and Customs & Border Protection Facility.

3. Maintaining approximately 308 CCTV cameras with various types including fixed and PTZ cameras.

4. Ensuring compliance with cybersecurity standards (NIST CSF, TSA 1542).

5. Providing 24/7 monitoring of systems with specific SLAs for uptime and response times.

6. Conducting bi-annual preventative maintenance and corrective repairs as needed.

Period of Performance
The initial period of the contract will be from contract execution through three (3) years.

Place of Performance
The services will be performed at the Norfolk Airport Authority located at 2200 Norview Avenue, Norfolk, VA 23518.

Bidder Requirements
Offerors must demonstrate technical competence in security-critical environments such as airports or federal facilities. They must have at least three years of experience with enterprise-grade SACS and CCTV networks. Offerors must hold certifications in Software House C-Cure 9000 or equivalent systems. Additionally, they must maintain local staff within 45 minutes of the Authority for support operations, provide audited financial statements for the past two years, and comply with insurance requirements outlined in Exhibit M.
