RFP FY 25-01 Inmate Commissary Services

Background
The Southside Regional Jail Authority (SRJA) is seeking qualified individuals or organizations to provide inmate commissary services for inmates incarcerated at their facility. The goal is to contract these services to a private firm, which will pay SRJA a percentage of the commission for the right to provide these services. The vendor will operate from an offsite warehouse and must ensure efficient delivery and operation of the commissary.

Work Details
The vendor shall provide all necessary materials and efforts to operate the inmate commissary, ensuring that inmates can purchase goods at least once a week via telephone. Goods must be packaged and delivered back to the facility by the next business day. The vendor is responsible for establishing operational procedures, maintaining inventory with a variety of name brand products, and ensuring a 99% order fill rate. Specific requirements include:

1. Initial contract term of five years with two renewable one-year terms.
2. Vendor must stock a large selection of items approved by the facility.
3. All sales are processed through inmate telephones with real-time account updates.
4. Vendor must provide welfare kits for indigent inmates.
5. Monthly reports on sales and transactions must be submitted to the facility.

Period of Performance
The contractor will begin services within 30 days of award, with an initial contract term of five years and two optional one-year renewals.

Place of Performance
Services will be performed at the Southside Regional Jail Authority located in Emporia, Virginia.
