RFP - Construct and Lease Aircraft Hangar at Site 1

Background
The Virginia Highlands Airport Authority is seeking proposals from qualified respondents to construct and lease an aircraft hangar facility at Virginia Highlands Airport. The goal of this contract is to develop a hangar that meets the operational needs of the airport while adhering to the Authority's standards and requirements.

The project aims to enhance the airport's infrastructure and support aviation activities in Washington County, Virginia.

Work Details
The contract involves the construction of a metal aircraft hangar with dimensions between 120’ wide x 75’ deep and 140’ wide x 75’ deep, featuring a minimum clear door opening of 100’ wide x 26’ high.

The hangar must include at least one ADA accessible bathroom facility within its footprint, and office space is permissible within the larger footprint. Hangar doors are to be mechanically operated and must remain within the building footprint. The hangar color will be designated by the Authority.

Additionally, the project includes grading and paving for an apron, ramp to the taxiway, and automobile driving and parking areas adjacent to the hangar. Utilities such as water, sewer, electric, communications, and gas will be available at the site. Respondents must propose a ground lease rate with a minimum value of $250 per month for approximately 10,500 square feet over a term of 30 years.

Period of Performance
The construction must be completed within 12 months from the start date of construction, which shall begin within 90 days of executing the lease agreement. The ground lease will commence upon completion of construction and issuance of a certificate of occupancy by Washington County.

Place of Performance
The work will be performed at Site 1 of Virginia Highlands Airport located at 18521 Lee Highway, Abingdon, VA 24210.
