Background
The Virginia Auditor of Public Accounts (APA) is seeking a qualified Certified Public Accounting Firm to perform agreed-upon procedures to meet the National Collegiate Athletic Association (NCAA) requirements for Division I and Division II member institutions.

Work Details
The contractor will conduct agreed-upon procedures engagements for each institution as per NCAA bylaw 20.2.4.17.1 for Division I and bylaw 7.3.1.5.2.23.1 for Division II institutions, which include:
1) Preparing a report on agreed-upon procedures addressed to the president of each institution;
2) Conducting engagements in accordance with AICPA attestation standards;
3) Delivering draft reports by January 15, 2026, for the fiscal year ending June 30, 2025;
4) Including a Statement of Revenues and Expenses of Intercollegiate Athletics Programs in conformity with NCAA criteria;
5) Providing notes and disclosures regarding contributions received, asset management policies, and repayment schedules for outstanding debts.
Period of Performance
The contract period is one year, covering the fiscal year ending June 30, 2025, with potential renewal for up to two additional fiscal years.
