Rfp - A/E Services For The Renovation Of Dalton Hall

Background
The Commonwealth of Virginia, through Radford University, is seeking proposals for Architectural/Engineering (A/E) services for the renovation of Dalton Hall, which serves as the main dining facility on campus. Originally constructed in 1991, Dalton Hall has undergone only minor interior renovations. The goal of this contract is to modernize the kitchen and dining areas, bookstore, post office, and mechanical, electrical, plumbing, and life safety systems within a total project budget of approximately $52 million.

The renovation aims to enhance customer experience and improve ADA accessibility while evaluating the building's infrastructure.

Work Details
The selected A/E will provide comprehensive design and construction phase services including:
- refining the project description and requirements;
- developing schematic designs;
- preparing preliminary designs;
- creating complete working drawings ready for bidding by September 1, 2026;
- ensuring compliance with applicable codes and regulations;
- providing specifications that meet current standards;
- developing construction documents for Erosion and Sediment Control Plans and Stormwater Management Plans;
- preparing A/E cost estimates;
- coordinating utility connections with local providers;
- representing the Agency in presentations to State Agencies;
- assisting in procurement through Construction Management-at-Risk if approved;
- providing construction phase services as required by the A/E Manual;
- participating in pre-construction design reviews.

Period of Performance
The contract will be executed as a single project service with an anticipated completion date for working drawings by September 1, 2026.

Place of Performance
The work will be performed at Radford University Main Campus located at 501 Stockton Street, Radford, VA 24142.

Bidder Requirements
Offerors must be registered vendors in eVA and are encouraged to include small businesses certified by DSBSD (Virginia Department of Small Business and Supplier Diversity) in their proposals. The Owner’s Small Business Participation Goal is set at 42%.
