Description

The purpose of this Request for Proposals (RFP) is to solicit sealed proposals to establish a contract through competitive negotiation to operate the Virginia Wraparound Implementation Center. Primary functions of the Center are to provide support for the High Fidelity Wraparound (HFW) workforce (including family and youth support partners), with technical assistance to wraparound implementing organizations and communities, and develop and implement measures to ensure quality, fidelity, and outcomes. The Center will serve all five Department of Behavioral Health and Developmental Services (DBHDS) Health Planning Regions (HPRs) in the state.
Background
The Virginia Wraparound Implementation Center is being established by the Department of Behavioral Health and Developmental Services (DBHDS) to support the High Fidelity Wraparound (HFW) workforce, including family and youth support partners.
The Center aims to provide technical assistance to wraparound implementing organizations and communities, ensuring quality, fidelity, and positive outcomes for children with serious emotional disturbances (SED).
It will serve all five Health Planning Regions in Virginia.

Work Details
The contractor shall:
1. Plan, coordinate, and deliver trainings for HFW workforce including Initial Facilitator, Initial Family Support Partner/Youth Support Partner, Supervisor, and Annual Refresher Training using DBHDS's current curriculum.
2. Establish monthly skills-based groups in each region of the state, expanding as needed.
3. Utilize fidelity practices and tools for monitoring workforce skill levels; develop a fidelity monitoring plan including certification or coaching processes.
4. Identify at least three outcomes to measure improvements in youth/family life post-HFW process such as school functioning, community engagement, interpersonal relationships, caregiver confidence, and stable living environments.
5. Collect cost information for a Return on Investment analysis comparing HFW to more restrictive services.
6. Identify necessary personnel for guiding the Center's work; trainers must complete a 'train the trainer' process.
7. Collaborate effectively with stakeholders including youth and families in designing the Center's operations; establish an Advisory Board comprising one-third youth, one-third family members, and one-third professionals from relevant sectors.
8. Assist Managed Care Organizations (MCOs) in utilizing Medicaid funding for HFW services when allowable.
9. Provide technical assistance to new teams implementing HFW at the community level; develop MOUs/MOAs with local stakeholders for this purpose.
10. Develop a sustainability plan for continued operations beyond contract expiration.

Period of Performance
The contract period is planned from October 1, 2025 through September 30, 2026 with options for renewal.

Place of Performance
The work will be performed statewide across all five Health Planning Regions in Virginia.
