RFP 720-5145 - ASAM 3.7 Substance Use Treatment and Recovery Services

Background
The Virginia Department of Behavioral Health and Developmental Services (DBHDS) is issuing this Request for Proposal (RFP) to solicit proposals for the establishment of a contract aimed at developing Adolescent American Society of Addiction Medicine (ASAM) Substance Use Treatment and Recovery Services Level 3.7.

This initiative seeks to provide startup funding for Medically Monitored Intensive Inpatient Services targeted at adolescents with substance use disorders (SUDs) and co-occurring disorders (CODs). The funding will support real estate acquisition and facility modifications necessary for the implementation of these services.

Work Details
The contractor will be responsible for providing comprehensive ASAM Level 3.7 services, which include:

1. Developing a local or regional ASAM 3.7 program that offers 24/7 Intensive Inpatient Care;
2. Meeting all licensing requirements for ASAM 3.7 withdrawal management levels of care;
3. Conducting screenings, assessments, and treatment referrals tailored to individual adolescent needs;
4. Documenting care coordination processes to ensure smooth transitions for adolescents;
5. Creating individualized treatment plans addressing substance use recovery, mental health management, and life skills development;
6. Establishing a curriculum that includes therapeutic interventions, education/counseling, and medical care;
7. Collaborating with community service providers to connect youth with additional resources;
8. Utilizing nicotine replacement therapies for tobacco-using patients;
9. Supporting coordinated referral processes for ongoing community support post-treatment.

Period of Performance
The contract period is set for one year from the date of execution by DBHDS, with options for renewal as specified in Section X of the RFP.

Place of Performance
The services will be performed within the Commonwealth of Virginia, specifically under the auspices of the Department of Behavioral Health and Developmental Services.
