RFP#407632 for Alkalinity Feed Systems/Carbon Dioxide Credits at HRSD Treatment Plants

Background
The Hampton Roads Sanitation District (HRSD) is a political subdivision of the Commonwealth of Virginia, dedicated to treating wastewater and recovering natural resources to protect public health and the environment. HRSD has been serving over 1.9 million people across 20 cities and counties for more than 80 years.

The purpose of this Request for Proposal (RFP #407632) is to solicit sealed proposals for establishing agreements through competitive negotiations for full-scale alkaline chemical feed systems and data licensing agreements for the sale of carbon credits at five major treatment plants: Virginia Initiative Plant (VIP), Army Base Treatment Plant (ABTP), York River Treatment Plant (YRTP), Nansemond Treatment Plant (NTP), and James River Treatment Plant (JRTP).

Work Details
The contractor will provide professional services for the design, installation, chemical supply, and operational support of up to five full-scale alkaline chemical feed systems at HRSD's treatment plants. The scope includes:

1) System Lease Purchase and Chemical Supply Agreement: Design, equipment procurement, construction, installation, chemical supply, and operational support of alkaline chemical feed systems;

2) Data Licensing Agreement: Facilitating the sale of carbon credits from these plants.

The contractor must ensure compliance with HRSD's design standards and provide a detailed project approach including equipment specifications, utility requirements, and a proposed timeline.

Period of Performance
The initial term of the contract will be five years starting from August 1, 2025, with an option to renew for an additional five years.

Place of Performance
The contract work will be performed at the following locations:

- Army Base Treatment Plant (401 Lagoon Rd, Norfolk VA 23505)
- York River Treatment Plant (515 Back Creek Rd, Seaford VA 23696)
- Nansemond Treatment Plant (6909 Armstead Rd, Suffolk VA 23435)
- James River Treatment Plant (111 City Farm Road, Newport News VA 23602).

Bidder Requirements
Bidders must have been in business for at least one year and have recent experience in servicing similar accounts. They must also demonstrate qualifications of personnel assigned to the project. Contractors must comply with all applicable federal, state, and local laws regarding licensing and certification.
