RFP 287762503 EMC Feasibility Study

Background
The Virginia Polytechnic Institute and State University is issuing this Request for Proposals (RFP) to solicit professional services from an Architectural/Engineering firm for the phased development of a feasibility study and full design effort for the Marion Dupont Scott Equine Medical Center. This center is part of the Virginia-Maryland College of Veterinary Medicine and serves as a premier equine hospital offering advanced specialty care and emergency treatment.

Work Details
The contract involves two phases:

Phase 1 is a feasibility study to evaluate current space allocation and infrastructure, identifying potential renovations and upgrades for clinical operations, teaching, and research activities at the Equine Medical Center. The feasibility study will assess approximately 70,000 gross square feet of clinical space along with several additions. Specific tasks include evaluating emergency spaces, intensive care unit spaces, patient flow, operating room suites, administrative spaces, MEP systems functionality, site plan requirements, and civil infrastructure needs.

Deliverables include multiple design options with cost estimates, fundraising graphics, and comprehensive reports on various aspects of the project.

Period of Performance
The anticipated period for substantial completion of the project is December 23, 2025. Proposals are due by June 13, 2025.

Place of Performance
The work will be performed in Leesburg, Virginia.

Bidder Requirements
Offerors must be properly registered and licensed with the Virginia Department of Professional & Occupational Regulation (DPOR). The proposal must include completed forms AE-1 through AE-6. Additionally, there is a goal for SWaM participation set at 50%, requiring detailed reporting on participation in proposals.
