Description

Background
The City of Suffolk is seeking proposals from qualified contractors to provide Emergency Vehicle Upfitting services for its vehicle fleet. The goal of this RFP is to establish an annual contract with multiple contractors to ensure timely and high-quality service for the installation and integration of emergency equipment and related systems. The primary users of this contract include the Police Department, Fire & Rescue, and the Sheriff’s Office.

Work Details
The contractor will furnish all labor, materials, equipment, and installation necessary for complete upfitting services. This includes:
- Installation of emergency lighting, sirens, communication equipment, vehicle graphics, door wrapping, optional painting, window tinting, electrical systems, and other specialized components required for public safety operations.
- Services may be required for various City-owned vehicles including passenger cars, police vehicles, light duty trucks, heavy duty trucks, vans, and other equipment as requested.
- All goods and services shall be provided on an as-needed basis with all equipment being new OEM unless otherwise approved by the City.
- The contractor must respond to urgent requests within 48 hours and provide written quotes for each vehicle detailing parts and labor costs.

Period of Performance
The contract will cover the period from the date of award through June 30, 2027. The City reserves the option to renew this agreement for four additional one-year periods ending June 30, 2031.

Place of Performance
Services will be performed at the contractor's facility or an approved subcontractor facility as well as at the City of Suffolk facility when requested.

Bidder Requirements
Contractors must have a Lead Technician with a minimum of two years experience in emergency vehicle equipment installation; Emergency Vehicle Technician (EVT) certification is preferred. All personnel must be properly trained and qualified. Contractors must also maintain a secure facility for all vehicles under their custody.
