Background
The Virginia Commercial Space Flight Authority (VCSFA) was established to promote industrial and economic development and scientific and technological research through the development and promotion of the commercial and government aerospace industry for the Commonwealth of Virginia. VCSFA seeks proposals from qualified firms to provide consulting services aimed at developing potential alternative future scenarios for the space, aerospace, and adjacent environments. The goal is to identify risks, uncertainties, and opportunities across these scenarios to inform VCSFA's long-term strategic decision-making.
Work Details
The contract involves two phases:
Phase I is the primary scope of work which includes advisory and assistance services with expertise in strategic development. The specific tasks include:
1) Identifying potential disruptors, impacts, uncertainties, risks, opportunities, and trends across the aerospace ecosystem;
2) Developing a range of potential alternative future scenarios (approximately 3-5) focused on a time horizon of 10-20+ years;
3) Identifying implications and potential responses to those scenarios;
4) Making recommendations to inform VCSFA’s long-term strategic development.
This phase requires research, synthesis, analysis of qualitative and quantitative data, collaboration with VCSFA staff, weekly status updates, in-progress reviews, and final deliverables in a mutually agreed format. Phase II is optional and includes document preparation for a long-term strategy document and a shorter-term operational plan.
Period of Performance
Phase I is anticipated to start in mid-October 2025 with a projected completion date for all deliverables by March 20, 2026. Following Phase I completion, there may be additional consultation services required over approximately two months. Phase II will commence based on an agreed timeline if elected by VCSFA.
Place of Performance
The work will be performed at the Virginia Commercial Space Flight Authority located at 101 W. Main Street, Suite 602, Norfolk, VA 23510, and at the Mid-Atlantic Regional Spaceport located at 7414 Atlantic Road, Wallops Island, VA 23337.
