RFP 26.892200-020-009 Future Scenario Development and Strategic Advisement

Background
The Virginia Commercial Space Flight Authority (VCSFA) was established to promote industrial and economic development and scientific and technological research through the development and promotion of the commercial and government aerospace industry for the Commonwealth of Virginia. VCSFA seeks proposals from qualified firms to provide consulting services aimed at developing potential alternative future scenarios for the space, aerospace, and adjacent environments. The goal is to identify risks, uncertainties, and opportunities across these scenarios to inform VCSFA's long-term strategic decision-making.

Work Details
The contract will involve two phases:

Phase I is the primary scope of work which includes:
1) Identifying potential disruptors, impacts, uncertainties, risks, consequences, opportunities, and trends across the aerospace ecosystem;
2) Developing approximately 3-5 alternative future scenarios with a time horizon of 10-20+ years;
3) Identifying implications and potential responses to those scenarios;
4) Making recommendations to inform VCSFA’s long-term strategic development.

The contractor will also conduct qualitative and quantitative research, including interviews with subject matter experts. Deliverables include weekly status reports, in-progress reviews, final deliverables in a negotiated format (e.g., narrative report or slide deck), and multiple copies if requested.

Phase II is an optional add-on service that may include document preparation for a long-term strategy document due by June/July 2026.

Period of Performance
Phase I is expected to start in mid-October 2025 with a completion date projected for March 20, 2026. Following Phase I completion, there may be additional consultation services required over approximately two months.

Place of Performance
The work will primarily be conducted at the Virginia Commercial Space Flight Authority located at 101 W. Main Street, Suite 602, Norfolk, VA 23510. It may also require travel to the Mid-Atlantic Regional Spaceport at 7414 Atlantic Road, Wallops Island, VA 23337.

Bidder Requirements
Offerors must demonstrate relevant expertise in developing alternative future scenarios within complex industries. They should provide a staffing plan detailing key personnel qualifications. The proposal must include compliance with Virginia Fair Employment Contracting Act provisions regarding nondiscrimination in employment.
