RFP 26-44TM Polygraph Services

Background
The City of Hampton, located in Virginia, is seeking proposals from qualified offerors to provide polygraph services. The city has a strong military and technology presence and aims to enhance its law enforcement capabilities through these services. The contract will support the Hampton Police Division's Office of Personnel & Recruiting by providing necessary pre-employment testing and other related polygraph examinations.

Work Details
The contractor will provide polygraph services on an as-needed basis, which includes:

- Conducting tests validated by the American Polygraph Association or the American Association of Police Polygraphists.
- Formulating test questions.
- Administering polygraph examinations.
- Establishing test suitability based on the subject's physiology and medical history.
- Scheduling tests as requested.
- Reviewing background materials prior to testing.
- Conducting pre-test interviews.
- Providing post-test interviews or interrogations.

The contractor must ensure examiners have completed accredited polygraph training, possess three years of full-time experience, be licensed in Virginia, and have the ability to conduct tests on-site at HPD if required. Reports must be delivered within specified timeframes, including verbal reports within 24 hours and written reports within five business days.

Period of Performance
The contract is set for a term of one year with the possibility of four one-year extensions upon mutual agreement.

Place of Performance
Services will primarily be performed at the Hampton Police Department located at 300 Butler Farm Road, Hampton, Virginia.

Bidder Requirements
Offerors must be licensed in Virginia and demonstrate experience in administering polygraph tests for law enforcement pre-employment purposes. They must comply with all local, state, and federal regulations. Additionally, contractors are required to maintain a drug-free workplace and adhere to nondiscrimination policies.
