RFP 26-13 Plan Review & Project Management Software

Background
The Town of Vienna, an incorporated municipality in Fairfax County, Virginia, is seeking proposals for a secure, cloud-based software platform to manage applications for planning, zoning, and site development permits. The goal is to facilitate electronic submission, review, tracking, and case management while supporting multi-department reviews and regulatory processes.

Work Details
The selected software must include features such as electronic plan review using Bluebeam or equivalent software,
cloud-based document sharing,
mobile app access,
security scanning,
disaster recovery plans,
and customizable electronic stamping.

It should allow for concurrent reviews by multiple departments with flexible workflows and deadlines. The system must manage projects from concept through completion including bond management and construction inspections. It should also provide reporting capabilities and allow public access to project status with controlled visibility.

The vendor is responsible for software acquisition, configuration, implementation, data migration, training, and ongoing support.

Period of Performance
The contract will cover a period of five (5) years from the date of award to June 30, 2031. It may be renewed for additional terms upon mutual agreement.

Place of Performance
The services will be performed in Vienna, Virginia.

Bidder Requirements
Offerors must demonstrate experience with local governments and Virginia jurisdictions. They are required to provide references from at least three local governments where similar services have been performed within the past five years. The proposal must include a detailed implementation plan and training schedule.
