RFP 26-08 Comprehensive Facilities Plan 2050

Background
The Upper Occoquan Sewage Authority (UOSA) is a public body organized under the Virginia Water and Waste Authorities Act. It was created by member jurisdictions including Fairfax and Prince William Counties, as well as the Cities of Manassas and Manassas Park. UOSA operates an advanced water reclamation plant with a capacity of 54 million gallons per day and a regional system for wastewater treatment. The goal of this contract is to develop a Comprehensive Facilities Plan 2050 that integrates ongoing efforts to enhance UOSA’s infrastructure and support its vision for the future.

Work Details
The contractor will develop a Comprehensive Facilities Plan document that includes:

1. Organizational Overview: Incorporate UOSA’s Mission, Vision, Values, and Strategic Objectives.

2. Workforce Strategy: Conduct a people space utilization audit, evaluate staffing needs, and assess workplace safety programs.

3. Asset Management Integration: Summarize existing asset management frameworks and incorporate data for capital improvement planning.

4. Regulatory Compliance: Assess future regulatory trends affecting treatment requirements.

5. Collection Systems Operation: Evaluate future needs based on growth projections and regulatory changes.

6. Floodplain Vulnerability Analysis: Identify sewer infrastructure in flood zones and propose mitigation strategies.

7. Regional Planning Efforts: Explore scenarios for utilizing UOSA’s effluent within regional water supply plans.

8. Sustainability Strategy: Review existing policies and recommend updates to enhance resilience and sustainability.

9. Capital Improvement Plan Roadmap: Develop prioritized lists of projects aligned with UOSA’s strategic goals.

10. Performance Measurement Framework: Create KPIs for tracking progress throughout the implementation process.

Period of Performance
The anticipated duration to complete the Comprehensive Facilities Management Plan is 12 to 18 months from the date of contract execution.

Place of Performance
The work will be performed at UOSA's facilities located in Centreville, Virginia.

Bidder Requirements
Bidders must demonstrate qualifications relevant to the scope of work outlined in Section 2 of the RFP. This includes experience with comprehensive planning in wastewater management, stakeholder engagement strategies, and familiarity with regulatory compliance in environmental contexts.
