RFP # 26-03 Term Contract for Professional Dam Engineering Consulting Services

Background
The Rivanna Water and Sewer Authority (RWSA) and the Rivanna Solid Waste Authority (RSWA) are seeking proposals for professional dam engineering consulting services. RWSA, a regional non-profit corporation established in 1972, operates multiple water and wastewater treatment facilities and manages several dams for water supply, flood control, and recreation.

The purpose of this contract is to provide engineering services for the operation and maintenance of these dams and ancillary structures.

Work Details
Offerors must provide a range of engineering and professional services including: general civil engineering, geotechnical engineering, land surveying, hydrologic and hydraulic engineering, environmental engineering, cost estimation, evaluations and needs assessment reports, alternatives analyses, surveys, designs, permitting, preparation of documents (including drawings in AutoCAD), specifications, field inspections and investigations.

Services will also include compliance tasks such as stability analyses, hydrologic studies, condition assessments, oversight of construction projects, operations manual revisions, grant proposal production, and applications for necessary permits.

Period of Performance
The contract will commence on August 1, 2026, and conclude on July 31, 2027. It is renewable for three successive one-year terms upon mutual agreement.

Place of Performance
The work will be performed in Charlottesville, Virginia (Albemarle County).

Bidder Requirements
Offerors must be licensed to perform the specified services in Virginia. They must also provide proof of insurance coverage as detailed in the solicitation documents. Additionally, firms must demonstrate experience with similar projects and have qualified personnel available to meet the requirements outlined in the RFP.
