RFP 26-0016 Utility Network

Background
The City of Fredericksburg, located in Northern Virginia, serves a population of nearly 30,000 and manages essential utilities including water treatment plants, wastewater treatment plants, and stormwater collection systems. The City is seeking proposals from qualified contractors to assist in the migration to, development of, and implementation of an Esri Utility Network (UN) that encompasses three main utilities: Storm Water, Sanitary Sewer, and Water. This initiative aims to create an Esri UN and ensure quality assurance/quality control (QA/QC) of current utility data.

Work Details
The contractor will be responsible for several tasks including:
1. **Project Planning**: Define and establish a project plan with a designated Project Manager (PM) who will oversee all contracted staff and ensure successful performance of project tasks.

2. **Technical Architecture Design**: Customize the Utility Network schema to include specific attributes for City assets, implement custom network rules, configure tracing capabilities within the Utility Network, and ensure compatibility with ArcGIS Pro.

3. **Database Readiness Assessment**: Deliver a report assessing the database readiness prior to migration.

4. **Migration Design**: Collaborate with the City's GIS staff to design the Utility Network data model and migrate existing data while ensuring compliance with established standards.

5. **Pilot Migration**: Conduct a pilot migration in a selected area to validate the process before full implementation.

6. **Implementation Testing Strategy**: Develop a testing strategy plan for validating the quality of the migrated database and its functionalities.

7. **Final Implementation**: Implement a fully functioning utility network in a development geodatabase for testing before migrating to production.

8. **Training**: Provide tailored training for various levels of City employees on using and maintaining the UN.

9. **Post-Implementation Support**: Offer on-call support for one year after final implementation to address any malfunctions or questions regarding functionality.

Period of Performance
The contract period will commence upon award and continue through the completion of the project.

Place of Performance
The work will primarily take place in Fredericksburg, Virginia.

Bidder Requirements
Offerors must be independent and licensed to practice in Virginia; they must not be currently debarred by the Commonwealth of Virginia from submitting proposals; they must provide proof of qualifications including relevant experience with Esri Utility Network Management; they must maintain all necessary licenses and certifications; insurance coverage requirements include Workers’ Compensation, General Liability, Professional Liability, among others.
