RFP #25024-JT Heating, Ventilation, and Air Conditioning (HVAC) Annual Maintenance Services Contract

Background
The City of Suffolk is seeking to hire a contractor to provide annual heating, ventilation, and air conditioning (HVAC) maintenance, repair, and replacement services for City-owned and/or operated facilities.

The goal of this Request for Proposals (RFP) is to ensure that HVAC units under 20 tons are maintained effectively on an as-needed basis. This contract will support the Department of Capital Programs and Buildings.

Work Details
The contractor will be responsible for a variety of HVAC services including but not limited to:
- Greasing motors
- Replacing belts
- Repairing or replacing pulleys, leaks, motors, dampers, actuators, VAV boxes, ductwork
- Installing air control systems such as de-humidifiers and special exhaust fans
- Washing and inspecting coils
- Performing air balance
- Repairing or replacing compressors, thermostats, line sets, txv valves
- Using recommended coil cleaners
- Preventive maintenance and installation of HVAC units under 20 tons
- Inspecting and commissioning HVAC systems according to city regulations.

All work must comply with the latest Virginia Mechanical Codes and ASHRAE standards.

Period of Performance
The contract will commence upon award and will run through November 30, 2025. The City has the option to renew the contract for four additional one-year periods until November 30, 2029.

Services will be performed at various City facilities including but not limited to:
- Animal Shelter
- Bennett’s Creek Recreation Center
- City Hall
- Multiple Fire Stations (1-11)
- Fleet Management facility
- Health & Human Services Building
- Police Headquarters
- Libraries
- Parks administration building
- Public utilities operations center
- Water treatment plant among others.
