RFP 25-2900-11JOK - Software and Implementation Services for an Enterprise Resource Planning Software Systems Environment

Background
The Commonwealth of Virginia, County of Henrico, Department of Finance is issuing this Request for Proposal (RFP) to obtain services from qualified firms to provide software and implementation services for an Enterprise Resource Planning (ERP) software systems environment.

The project aims to leverage new technology and improve efficiencies in business processes for both the County's general government and Henrico County Public Schools. The goal is to replace the current software systems with a new solution that enhances operational effectiveness, streamlines processes, and supports core functions.

Work Details
The Successful Offeror shall provide all labor, supervision, equipment, material, etc., necessary for a complete ERP software systems environment. Key functional areas include:
1) General Ledger and Financial Reporting;
2) Budgeting (Operating and Capital);
3) Purchasing, Bids, and Contract Management;
4) Accounts Payable;
5) Accounts Receivable and Cash Receipts;
6) Project Accounting and Grant Management;
7) Treasury Management;
8) Fixed Assets and Inventory;
9) Application Tracking;
10) Compensation;
11) Human Resources;
12) Learning and Performance Management;
13) Benefits Administration;
14) Time and Attendance;
15) Payroll.

The implementation will require detailed project management documentation including a Project Management Plan, Data Conversion Plan, Training Plan, System Interface Plan, Testing and Quality Assurance Plan, Pre- and Post-Implementation Support, System Documentation, and Risk Register.

Period of Performance
Implementation activities are anticipated to begin in August 2026 with a target go-live date for financial modules in October 2027 and for human resources and payroll modules in January 2028.

Place of Performance
The contract will be performed within the County of Henrico, Virginia.

Bidder Requirements
Offerors must demonstrate their capability to perform fully the contract requirements. They must certify that they have not defaulted on any government contract in the last five years or explain any such default. Offerors must also certify that no government has terminated a contract with them for cause in the last five years. Additionally, they must confirm that neither they nor any of their officers are currently barred from participating in procurements by any federal, state or local government body.
