RFP 25-2839-5JOK - Annual Consulting Services for Roofing Rehabilitation Projects

Background
The County of Henrico, Virginia, is seeking a qualified firm to provide consulting services for roofing rehabilitation projects. This initiative aims to support the roofing rehabilitation program for existing and new installations across various facilities, including Henrico County General Government, Henrico County Public Schools, and the James River Juvenile Detention Center.

The County operates over 112 buildings with approximately two million square feet of roofing and 73 school campuses with about seven million square feet of roofing, all requiring ongoing maintenance and evaluation.

Work Details
The Successful Offeror will provide comprehensive consulting services that include:
1. Roof inspections;
2. Moisture intrusion surveys;
3. Core sampling and asbestos testing;
4. Roof system condition evaluations;
5. Design documents for roof repair and replacement;
6. Budgetary cost estimating;
7. Bidding services;
8. Construction administration;
9. Quality control inspections;
10. Roof system maintenance training;
11. Warranty claim assistance;
12. Forensic investigation and expert witness services.

Additionally, the Offeror will analyze existing roof systems to recommend repairs or replacements, prepare complete contract documents for construction administration, and ensure compliance with local building codes and safety regulations.

Period of Performance
The contract will commence upon award in July/August 2025 and will continue as needed based on the specific requirements identified by the County during the contract period.

Place of Performance
Services will be performed at various locations within Henrico County, Virginia, including facilities operated by Henrico County General Government, Henrico County Public Schools, and the James River Juvenile Detention Center.

Bidder Requirements
Offerors must be authorized to transact business in Virginia as required by law and must submit a valid business license if located in the County. They must also comply with all applicable federal, state, and local laws regarding employment discrimination and maintain a drug-free workplace as per Virginia Code §2.2-4312.
