RFP 25-2822-3JEC Marketing and Public Relations Services for the Henrico Economic Development Authority

Background
The Henrico Economic Development Authority (EDA) is a political subdivision of the Commonwealth of Virginia, established to promote economic development in Henrico County. The EDA's mission is to 'Grow Henrico’s Economy for All' by attracting and retaining businesses and enhancing the county's brand. The EDA is seeking a qualified firm to provide Public Relations, Marketing, and Social Media Management Services as part of its strategic plan for 2030 and beyond.

Work Details
The selected firm will be responsible for:

1. Public Relations: Develop and manage a strategic public relations plan; distribute content via press releases, media kits, digital/print ads, newsletters/blogs, editorials, video, website content, and emails; enhance business retention efforts; foster media relationships; optimize SEO for created content.

2. General Marketing/Creative Services: Develop a comprehensive marketing plan aligned with EDA’s core messaging; provide branding consultation; identify trends for audience engagement; execute campaigns across owned, earned, and paid media; create various marketing materials including graphics and videos; track key performance indicators (KPIs) and provide monthly analytics.

3. Social Media Management: Develop a social media strategy; manage content across platforms such as LinkedIn, Facebook, X (formerly Twitter), BlueSky, YouTube; engage with audiences; monitor analytics.

Period of Performance
The contract period will begin on July 1, 2025, with an initial duration of one year. It may be renewed for up to four additional one-year periods at the discretion of the EDA.

Place of Performance
Services will be performed primarily in Henrico County, Virginia.

Bidder Requirements
Offerors must demonstrate experience in public relations, marketing, and social media management services. Preference will be given to those with experience in economic development. Successful Offerors must comply with all applicable federal, state, and local laws regarding employment discrimination and maintain a drug-free workplace.
