RFP 25-2798-1JEC Solar Power Purchase Agreement Services

Background
The County of Henrico, through its Department of General Services (DGS), is seeking proposals for Solar Power Purchase Agreement (PPA) services. This initiative aims to support the operations of the County General Government and Henrico County Public Schools (HCPS). The County is a member of the Virginia Energy Purchasing Governmental Association (VEPGA) and intends to participate in a third-party purchase agreement pilot program established by the State Corporation Commission (SCC).

The goal is to enter into one or more PPAs for solar photovoltaic (PV) systems at various identified facilities.

Work Details
The Successful Offeror will provide comprehensive design, installation, commissioning, operation, maintenance, repair, replacement, and decommissioning of solar PV systems via a PPA. Key requirements include:

1. **Design Requirements:** Complete solar PV system design compliant with national/local codes; structural load analysis; inspection and repair recommendations for roofs; interconnection agreements with Dominion; and obtaining County approval for final designs.

2. **Installation Requirements:** Provision of all materials and equipment for installation; management of interconnection and startup processes; coordination of power interruptions; minimizing roof penetrations; and using corrosion-resistant materials.

3. **Operation & Maintenance Requirements:** Continuous maintenance to ensure delivery of minimum kilowatts; metering electric power production; relocation during roof repairs; and emergency repairs within 48 hours.

4. **Decommissioning Requirements:** Removal and proper disposal of the solar PV system at contract end if not retained by the County.

5. **Annual Service Agreement:** Identification of additional facilities for feasibility studies regarding solar PV installations.

Period of Performance
The anticipated term for ground solar installations is up to thirty (30) years, while rooftop installations are expected to last up to twenty-five (25) years. Services are expected to begin in April/May 2025 following contract award in April 2025.

Place of Performance
The services will be performed at various locations within Henrico County, Virginia, including but not limited to Virginia Randolph Academy, Hermitage High School ACE Center, Jackson Davis Elementary School, R.C. Longan Elementary School, and Western Government Center Parking Deck.
