RFP 25-04 Full Fire Protection Engineering Engineering Services Term Contracts

Background
The University of Virginia (UVA) is seeking qualified consulting fire protection engineering firms to provide full fire protection engineering services on a Term Contract basis. This initiative aims to support both non-capital and capital projects for new construction and renovations, adhering to the provisions outlined in the University of Virginia Higher Education Capital Outlay Manual (HECOM) dated June 28, 2023. The University may award one or more Term Contracts based on this solicitation.

Work Details
The selected firms will provide consulting fire protection engineering services, which include:
- Fire and life safety review of design documents at all stages, ensuring compliance with the Virginia Statewide Building Code and applicable NFPA standards.
- Design of fire alarm and detection systems, including automatic detection and voice evacuation systems, with submittals required at 90% Working Drawings, 100% Working Drawings, and final Construction Documents.
- Design and review of mass notification systems.
- Location planning for portable fire extinguishers.
- Design and review of special hazard suppression systems such as pre-engineered kitchen hood extinguishing equipment, clean-agent systems, and foam suppression.
- System upgrades and repairs.
- Conducting studies on the effects of renovations on building egress.
- Preparation of Fire Alarm Project Information Reports.

Period of Performance
The contract duration is set for one year or until a maximum dollar value of $1,000,000 in fees is reached, whichever occurs first. There are options for four additional one-year renewals at the University's discretion.

Place of Performance
The services will primarily support facilities located in the Academic area or Health Systems at the University of Virginia or the University of Virginia College at Wise.

Bidder Requirements
Firms must be licensed to do business in Virginia and demonstrate professional registration. Additionally, selected firms are required to register in the eVA Business to Government Vendor Registration system prior to award. The evaluation process will consider past participation by SWaM firms (Minority-Owned, Women-Owned, Service-Disabled Veteran businesses) as well as quarterly reporting of expenditures related to SWaM consulting firms or suppliers.
