RFP 24-2707-6JEC Turnkey Cell-Site Simulator System

Background
The Department of Finance for the County of Henrico, Virginia is seeking services from a qualified firm to provide a Turnkey Cell-Site Simulator (CSS) System. The procurement is being conducted on behalf of Henrico County and other public bodies. The County reserves the right to accept or reject any or all proposals submitted.

Work Details
The scope of services includes furnishing one turnkey cell-site simulator system with a focus on full vehicular integration, emergency equipment, equipment installation, and functionality for use in law enforcement operations. The complete CSS system shall include specific components such as a Chevrolet Silverado 1500 crew cab, base station component, high-powered amplifier, direction-finding system, hand-held direction-finding receiver, and custom vehicle integration. The delivery of the completed project to Henrico County is expected within 120 days of the execution of the signed purchase order. The Offeror is responsible for resolving all warranty items, issues, and concerns at no charge to the County. Additionally, the Offeror shall provide system software hosted and maintained on secure US-based servers with annual software maintenance and licensing fees for a minimum of five years.

Period of Performance
The anticipated procurement schedule includes distributing the Request for Proposal on June 13, 2024, receiving written proposals by July 9, 2024 at 2:00 PM, conducting oral interviews with offerors in July/August 2024, completing negotiations in July/August 2024, awarding the contract in August 2024, and commencing services in August 2024.

Place of Performance
The contract will be performed in Henrico County, Virginia.
