RFP 24-2702-5JOK - Job Order Contracting Services for Henrico County Public Schools - General Construction, Mechanical / Plumbing, Electrical and Roofing

Background
The intent and purpose of this Request for Proposal ("RFP"), and the resulting indefinite delivery indefinite quantity annual contract(s), is to obtain qualified firm(s) to provide Job Order Contracting ("JOC") services in accordance with the Scope of Services section of the solicitation. By utilizing the JOC method, Henrico County Public Schools ("HCPS" or the "County") expects a collaborative process of project procurement that combines the commitment, expertise and skills of HCPS and the Successful Offeror to achieve the completion of a large number of projects with a single competitive solicitation.
HCPS has made the determination that the use of JOC will benefit the public when it deems that JOC is the best delivery method for a specific project by providing an effective means of reducing total lead-time, facilitating collaboration between the Successful Offeror and HCPS, and reducing cost for projects through the use of a fixed-price Construction Task Catalog®.

Work Details
The Work will be set forth in the Detailed Scope of Work for individual Job Orders. The Successful Offeror is required to complete each Detailed Scope of Work for the Job Order Price within the Job Order Completion Time. The Successful Offeror will be required to perform Work at any site or facility under the jurisdiction of HCPS.
A Job Order Contract is an indefinite delivery quantity construction contract pursuant to which the Successful Offeror may perform an ongoing series of individual projects at different locations and facilities under the jurisdiction of HCPS. JOC is typically used for small to medium sized repair and rehabilitation work, replacement in kind projects, and minor new construction when jobs require similar experience and expertise.
HCPS is seeking to award separate contracts for General Construction, Mechanical / Plumbing, Electrical, and Roofing disciplines. The Contract Documents include a Construction Task Catalog® containing Prepriced Tasks for construction work with preset Unit Prices. All Unit Prices are based on local labor, material and equipment costs and are for the direct cost of construction.

Period of Performance
The Contract Value for this Contract is equal to $10 million. The Successful Offeror may be issued Job Orders up to the Contract Value. Individual Job Orders will not exceed $1 million.
