RFP 24-2648-2JEC Preventative Maintenance and Repairs for Electrical Equipment at Henrico Water Reclamation Facility

Background
The intent and purpose of this Request for Proposal (RFP), and the resulting contract, is to obtain services from a qualified firm(s) to provide Preventative Maintenance for Electrical Equipment at the Henrico County Water Reclamation Facility. The County reserves the right to make multiple awards.
The background includes detailed information about the electrical equipment at the facility, such as Medium and Low Voltage Motor Control Centers, Low Voltage Dry Transformers, Electrical Distribution System (EDS), and historical data of Preventative Maintenance for Electrical Equipment at the facility for the last two fiscal years.

Work Details
The Successful Offeror(s) shall provide all supplies, labor, equipment, materials and technical supervision required to perform all inspections, testing, cleaning, calibrations, adjustments, minor repairs and preventive maintenance tasks on selected medium and low voltage electrical MCCs and dry transformers and selected medium and low voltage electrical substations and transformers for the EDS equipment. The work also includes safety compliance, emergency repairs, calibration, electrical work, digital controls, welding, sheet metal, mechanical alignment service.
The Successful Offeror(s) must complete Annual Preventive Maintenance on all Equipment listed on Attachment E as specified under Section 7 - Inspection and Test Procedures of the most current NETA publication. The Successful Offeror(s) shall be responsible for obtaining all permits required to make repairs.
The Successful Offeror(s) shall work with WRF to prepare a testing procedure plan for each item of equipment to be tested and/or inspected.

Period of Performance
The timeline of the process currently anticipated by the County includes distributing the Request for Proposal on February 12, 2024; conducting a pre-proposal conference on February 28, 2024; receiving written proposals by March 12, 2024 at 2:00 PM; conducting oral interviews with Offerors in March/April 2024; completing negotiations in March/April 2024; awarding the contract in April 2024; and beginning services in April/May 2024.

Place of Performance
The work will be performed at the Henrico County Water Reclamation Facility located at 9101 WRVA Road, Richmond, VA 23231.
