RFP 24-25-055 Water Plant SCADA Equipment

Background
The City of Danville is seeking proposals for the design and construction of an upgraded SCADA (Supervisory Control and Data Acquisition) system for its Water Treatment Plant. The goal of this contract is to replace the existing water plant SCADA program and associated Remote Terminal Unit (RTU) equipment, enhancing operational efficiency and reliability in water management.

Work Details
The selected SCADA Control System Integrator will be responsible for:
1. Designing and constructing an upgraded SCADA system that includes the replacement of the existing SCADA program and RTU equipment.
2. Managing five RTUs located throughout the facility, with inputs routed to a main SCADA cabinet in the Operations Office.
3. Installing a new control panel at an existing unused location, either mounted on the wall or by modifying the existing cabinet.
4. Ensuring that the new SCADA system runs parallel to the old system until full upgrade completion, allowing continued plant operation.
5. Providing a new SCADA software platform, installation, setup, programming, battery backup supply device, Programmable Logic Controllers (PLCs), power supplies, and other necessary components to meet current industry standards.
6. Performing all programming and configuration of Human Machine Interface (HMI) devices and providing a detailed Operation and Maintenance (O&M) manual for all new installations.
7. Running communication cables/wiring to ensure reliable connections between RTUs and the main SCADA location.
8. Acting as General Contractor if subcontracting work to other entities, ensuring all work performed meets project specifications.

Period of Performance
The project does not have a set time limit but is projected to take approximately one month to complete, with potential extensions if complications arise in obtaining components.

Place of Performance
The work will be performed at the Danville Utilities Water Treatment Plant located at 279 Park Avenue, Danville, VA 24541.
