RFP 24-01 for Administrative Services and Fully Insured Health Benefits Plan

Background
The Department of Human Resource Management (DHRM) is seeking proposals from qualified Offerors for the administration of the statewide Commonwealth of Virginia employee health benefits, including the Local Choice health benefits and Line of Duty Act health benefits programs.

The goal is to ensure effective management and delivery of health benefits to employees.

Work Details
The contract includes the following services:
- Administration of health benefits programs, including integrated Retail and Mail Order services.
- Management of pharmacy benefit claims.
- Compliance with applicable federal and state regulations.
- Provision of detailed account structure reporting.
- Maintenance of formulary status.
- Facilitation of member appeals.

Offerors must provide a detailed contract draft reflecting all commitments made in their bid, along with a separate index document specifying each commitment's location within the contract draft. Additionally, Offerors are required to maintain a comprehensive network of pharmacies and ensure competitive pricing structures.

Period of Performance
The initial contract term will be for sixty (60) months, with provisions for renewal proposals at least two hundred forty (240) calendar days prior to expiration.

Place of Performance
The services will be performed within the Commonwealth of Virginia.
