ATTENTION: The intent of this Request for Proposal (RFP) is for the Virginia Department of Health Professions to obtain proposals from qualified and experienced firms to provide Healthcare Practitioner Monitoring program services. The qualified firm will provide comprehensive monitoring services in accordance with HPMP requirements. The agency intends to award one (1) contract to an experienced team with a strong understanding of HPMP Virginia Code and Regulations, as well as national standards, including the Federation of State Physician Health Programs Guidelines. The Contractor team must demonstrate an established history in healthcare monitoring, regulatory compliance, and industry best practices.
Background
The Virginia Department of Health Professions (DHP) is an Executive Branch agency responsible for licensing and regulating over 500,000 healthcare practitioners across 62 professions. The mission of DHP is to ensure safe and competent patient care by enforcing standards of practice and providing information to healthcare practitioners and the public.

The Health Practitioners Monitoring Program (HPMP) was established in 1997 to provide an alternative to disciplinary action for impaired health practitioners. The program aims to encourage practitioners to seek assistance for impairments, which may include substance abuse, while ensuring patient safety.

Work Details
The selected Contractor will provide comprehensive monitoring services in accordance with HPMP requirements, including:

1) Initial screenings for practitioners believed to be impaired;
2) Options for comprehensive evaluations and individualized treatment;
3) Monitoring compliance with participant contracts and board orders;
4) Establishing a toxicology screening program with third-party vendors;
5) Maintaining an Electronic Medical Records (EMR) database;
6) Establishing relationships with licensed treatment providers;
7) Providing qualified professional staff including a medical director, a board-certified psychiatrist, and licensed providers knowledgeable in substance abuse and mental health issues.

The Contractor must ensure that all communications represent the services as being provided on behalf of HPMP.

Period of Performance
The contract will be performed over a period of five years, with the option to renew annually for five additional years.

Place of Performance
The services will be provided across all geographic locations within the Commonwealth of Virginia.

Bidder Requirements
Offerors must hold a current, active license or certification issued by a health regulatory board in Virginia or possess multi-state licensure privileges. The Contractor must demonstrate experience in healthcare monitoring, regulatory compliance, and industry best practices.

Additionally, Offerors must comply with the Virginia Public Procurement Act and are encouraged to submit proposals that include a subcontracting plan if applicable.
