Background
The Virginia Polytechnic Institute and State University (Virginia Tech) is seeking to establish a contract for Athletic Drug Testing Services. The Department of Athletics emphasizes the importance of maintaining a drug-free environment for student-athletes, as the use of illicit drugs can negatively impact athletic performance and the safety of individuals involved. This initiative aligns with NCAA requirements for student-athletes to remain drug-free during competitions.

Work Details
The contractor will provide comprehensive labor, materials, equipment, and supervision necessary for Athletic Drug Testing Services. This includes:

- Non-steroid drugs of abuse testing using immunoassay for substances such as amphetamines, barbiturates, PCP, cocaine, opiates, benzodiazepines, cannabinoids, and LSD with specified sensitivity levels.
- Anabolic steroid testing with specified sensitivity levels for substances including testosterone and its derivatives.
- All positive tests must be confirmed through gas chromatography mass spectrometry upon request.
- Collection of samples must adhere to 'Chain of Custody' protocols.
- Results must be reported within 72 hours for drugs of abuse testing and one week for anabolic steroid testing after sample pickup.
- The contractor is responsible for providing all necessary supplies and transportation for sample collection. Estimated annual quantities include 200-300 drugs of abuse screenings and confirmation tests as needed.

Period of Performance
The contract will initially be for one year with the option to renew for up to nine additional one-year terms.

Place of Performance
Services will primarily be performed at Virginia Tech's facilities located in Blacksburg, Virginia.

Bidder Requirements
Bidders must comply with SWaM (Small, Women-owned, and Minority-owned Business) participation requirements. They are encouraged to utilize SWaM subcontractors if applicable and must maintain certification throughout the contract duration. Additionally, bidders are required to register in the eVA electronic procurement system prior to proposal submission.
