RFP # 216-18771-000 New Construction: Student Housing

Background
James Madison University is seeking proposals for the professional services of an Architectural/Engineering firm to design and construct new student housing. The project aims to create a 400-500 bed building with a mix of single and double rooms, enhancing student life and meeting modern demands for flexibility and personal expression in living spaces.

The project will also improve infrastructure, technology, and life safety aspects.

Work Details
The selected A/E firm will provide complete design and construction period services including:
- Development of demolition and construction contract documents with professional seals, ready for bidding by December 3rd, 2026.
- Assurance that documents conform to architectural practices, University guidelines, and applicable codes including the Virginia Uniform Statewide Building Code.
- Preparation of specifications reflecting current standards and product availability.
- Addressing DEB review comments prior to preliminary submittal.
- Development of Erosion and Sediment Control Plan, Stormwater Management Plan, and Environmental Impact Report with necessary approvals.
- Coordination with Virginia Department of Transportation for entrance design approval.
- Coordination with local utility providers for utility connections.
- Preparation of A/E cost estimates per the A/E Manual.
- Representation of the University in presentations to relevant State Agencies.
- Assistance in GCCM processes including selection and contracting for construction.

Period of Performance
The contract will be executed as a single project service with an expected completion timeline aligning with the bidding process set for December 3rd, 2026, and permit acquisition by February 11th, 2027.

Place of Performance
The work will be performed at James Madison University located in Harrisonburg, Virginia.

Bidder Requirements
Proposers must be authorized to do business in Virginia and registered as a vendor in eVA. Additionally, they are encouraged to utilize small businesses and businesses owned by women and minorities in their proposals, aiming for a participation goal of 42% from such firms.
