Background
The Virginia Port Authority (VPA) is seeking proposals from qualified PeopleSoft firms for comprehensive professional support services for its Oracle PeopleSoft applications. The goal of this contract is to ensure sustainability, efficiency, and continuous improvement of the PeopleSoft environments in light of the significant growth experienced by the Port of Virginia, which is now the third largest general cargo port on the US East Coast.
Work Details
The selected contractor will provide comprehensive professional support services for Oracle PeopleSoft applications. This includes:
1. Technical Expertise: Demonstrating capability across application, integration, database, and infrastructure layers.
2. Managed Support Services: Covering service scope, coverage hours, staffing model, operational processes for incident management, problem management, change management, and release management.
3. Project-Based Services: Detailing scope, deliverables, methodology, phased work plan with milestones and acceptance criteria.
4. Strategic Advisory: Developing PeopleSoft roadmaps and governance frameworks aligned with business objectives.
5. Compliance & SLA: Providing documentation demonstrating compliance with applicable standards and a detailed SLA framework.
6. Pricing Proposal: Including hourly rates for key roles and phase-based pricing for major project stages.
Period of Performance
The contract term shall be for one year with an option to renew for up to four additional one-year periods at the sole option of the Virginia Port Authority.
Place of Performance
Services will be performed in Hampton Roads, VA.

Offerors must not be currently debarred from submitting proposals by any public entity and must comply with all applicable federal, state, and local laws. They must also provide evidence of qualifications to perform the required services.
