RFP 2026-048 Beverage Vending Services for Roanoke County Public Schools

Background
The Roanoke County School Board is seeking proposals for beverage vending services to be provided at various locations within Roanoke County Public Schools (RCPS). The schools serve approximately 13,300 students across 16 elementary schools, 5 middle schools, and 6 high/vocational schools.

The goal of this RFP is to establish a contract that will provide updated and best value options for vending services, based on the consumption of 3,750 cases during the previous school year.

Work Details
The successful Offeror will be responsible for providing beverage vending machine services at all RCPS facilities. This includes:
1. Installation, servicing, stocking, and maintenance of vending machines at up to 30 locations as determined by the Owner.
2. Ensuring machines are in good operating condition and repairing/removing any damaged machines.
3. Delivery of beverages to the sites.
4. Offering a variety of beverages while adhering to state health guidelines.
5. Providing detailed pricing for all products offered including cans, bottles (plastic), and dispensers.
6. Submitting proposals that may include additional offerings such as sponsorships or promotional items to increase sales volume.

Period of Performance
The initial contract term is set for two years from November 15, 2025, to November 14, 2027, with the possibility of five one-year renewals.

Place of Performance
Services will be performed at various locations within Roanoke County Public Schools in Virginia.

Bidder Requirements
Offerors must comply with Virginia Code provisions regarding nondiscrimination and drug-free workplace policies. They must also be authorized to transact business in Virginia and provide their Virginia State Corporation Commission Identification Number in their proposal.
