RFP# 2025-45-VPA Benefits Package: Dental/HSA/FSA/COBRA

Background
The Virginia Port Authority (VPA) is seeking proposals for providing Dental, Health Savings Account (HSA) administration, Flexible Spending Account (FSA) administration, and COBRA administration for the employees and dependents of the Virginia Port Authority and its entities.

The VPA operates through Virginia International Terminals, LLC (VIT), which is wholly owned by the VPA. The Port of Virginia has experienced significant growth and aims to enhance its employee benefits package to accommodate this growth.

Work Details
The contractor will provide the following services:
1. Dental plan administration, with Delta Dental managing the self-insured plans; employer contribution is 80% for all tiers.
2. Administration of Health Savings Accounts (HSA) through HealthEquity, with employer contributions of $1,400 for employee-only enrollment and $3,050 for other tiers for the 2025 plan year.
3. Administration of Flexible Spending Accounts (HCFSA) with an annual contribution limit of $3,300 and Dependent Care Flexible Spending Accounts (DCFSA) with a $5,000 annual contribution limit.
4. Full COBRA administration managed by Flexible Benefits Administrators.

Period of Performance
The contract will be for a period of three years with an option to renew for two additional years.

Place of Performance
Services will be performed in accordance with the operations of the Virginia Port Authority across its various terminals located from Portsmouth to Winchester in Virginia.

Bidder Requirements
Offerors must be licensed to conduct business in the Commonwealth of Virginia and have been in business for a minimum of five years providing similar services.

Additionally, compliance with SWAM subcontracting requirements may be necessary.
