RFP 2025-36-VPA Professional Materials Testing and Geotechnical Engineering Services

Background
The Virginia Port Authority (VPA) is seeking proposals for as-needed Professional Materials Testing and Geotechnical Engineering Services. This initiative aims to support the growth of the Port of Virginia, which has become the third largest general cargo port on the US East Coast.

The services will be utilized at various terminals including Newport News Marine Terminal (NNMT), Norfolk International Terminals (NIT), Portsmouth Marine Terminal (PMT), Richmond Marine Terminal (RMT), Virginia International Gateway (VIG), and Virginia Inland Port (VIP).

Work Details
The selected contractor will provide professional materials testing and geotechnical engineering services as needed, in accordance with Exhibit C, Scope of Services. This includes conducting tests and analyses related to soil, rock, and other materials to ensure compliance with engineering standards and regulations.

The contractor must also ensure that all services are performed in accordance with applicable laws.

Period of Performance
The contract will be for one year with an option to renew for up to four additional one-year periods upon mutual written agreement.

Place of Performance
Services will be performed at various locations including Newport News Marine Terminal (NNMT), Norfolk International Terminals (NIT), Portsmouth Marine Terminal (PMT), Richmond Marine Terminal (RMT), Virginia International Gateway (VIG), and Virginia Inland Port (VIP).
