RFP 2025-020 Contract Monitoring Services for Inmates of WVRJA

Background
The County of Roanoke, Virginia, is seeking proposals for Contract Monitoring Services for the Western Virginia Regional Jail (WVRJ). The primary objective of this contract is to provide medically necessary services that are cost-effective and maintain quality standards established by the Commonwealth of Virginia Board of Corrections (BOC), the National Commission on Correctional Health Care (NCCHC), and the American Correctional Association (ACA).

The facility is currently ACA accredited, and the expectation is that the provider will maintain these accreditations throughout the contract duration.

Work Details
The successful contractor will monitor all aspects of adult inmate healthcare services at WVRJ, including medical, dental, and mental health services. Key responsibilities include:

1. Ensuring the medical contractor provides all clinically necessary medical/dental/psychiatric services to inmates effectively and efficiently.
2. Maintaining NCCHC and ACA accreditation standards without lapse.
3. Ensuring compliance with healthcare standards established by VDOC.
4. Monitoring staffing levels and compliance with contractual obligations.

Specific tasks include:

a. Monthly on-site visits to attend Medical Advisory Committee (MAC) and Continuous Quality Improvement (CQI) meetings;
b. Conducting operational compliance audits on various criteria such as screenings, examinations, medication administration, staffing levels, grievance logs, etc.;
c. Providing regular communications and monthly reports to WVRJ management;
d. Performing ongoing compliance reviews with accreditation standards;
e. Auditing utilization of outside hospitalizations and emergency care;
f. Reviewing inmate grievance logs for patterns or trends;
g. Participating in quality improvement committees;
h. Providing other monitoring and consulting services as requested.

Period of Performance
The contract period will commence upon award and is expected to last for a duration that will be negotiated with the successful Offeror.

Place of Performance
Services will be performed at the Western Virginia Regional Jail located in Roanoke County, Virginia.
