RFP #2025-013 Core Jail Management Software

Background
The County of Roanoke, Virginia, on behalf of the Western Virginia Regional Jail Authority (WVRJA), is seeking proposals for a Professional Jail Management Software (JMS).
The goal is to procure an enterprise-level jail management system that meets the specified functions and specifications outlined in this Request for Proposal (RFP).
This initiative aims to enhance operational efficiency and data management within the jail system.

Work Details
The successful Offeror will be required to provide a comprehensive JMS that includes:
- Compliance with industry standards such as ACA and AJA for data collection and reporting.
- A user-friendly interface that minimizes redundant data entry.
- A training environment for user training without affecting production data.
- A test environment for testing new features without impacting production data.
- Hardware requirements including network, database server, workstations, printers, and additional hardware like cameras and barcode scanners.
- Customizable screens and workflows with drag-and-drop functionality.
- Support for multiple windows on workstations.
- Ability to create custom electronic forms that trigger notifications to relevant staff.
- Integrated dashboard for management monitoring with configurable views based on user roles.
- Security features including compliance with CJIS requirements, role-based access control, audit trails, and maintenance utilities accessible by system administrators.
- Booking module functionalities including inmate booking, release management, bond payment processing, medical screening integration, and comprehensive arrest information capture.

Period of Performance
The contract will commence upon award and is expected to continue as per the terms negotiated with the successful Offeror.

Place of Performance
The services will be performed at the Western Virginia Regional Jail Authority facilities located in Roanoke County, Virginia.
