RFP #2024-04: Capital Project Management Services

Background
The Valley Community Services Board (VCSB), established in 1971, is a publicly funded organization providing behavioral health services, substance use treatment, and developmental services to the citizens of Staunton, Waynesboro, and Augusta and Highland Counties.

The goal of this contract is to retain a qualified Project Management firm for consulting services regarding the site development, design, and construction of a Crisis Receiving Center and Stabilization/Detox Center. This facility will be located on a 6.44-acre undeveloped parcel in Augusta County, Virginia, with a projected size of 20,000 to 30,000 square feet. The project is funded through partnerships with various stakeholders including the Commonwealth of Virginia and the U.S. Department of Justice.

Work Details
The selected Project Management firm will provide comprehensive project management services including:

- **Program Management Services:** Identify cost containment strategies, review technical documentation for functionality and reliability, oversee all areas of construction including furnishings and systems, assist with land use and design reviews required by local authorities, evaluate ongoing maintenance needs, assist with procurement processes for contractors and consultants.

- **Design Period Services:** Develop initial project schedules, review documentation for compliance with VCSB requirements, maintain project budget, assist in coordinating utility provider arrangements.

- **Construction Period Services:** Conduct regular meetings with VCSB staff, facilitate preconstruction meetings, document orders to contractors, review construction schedules for adherence to timelines, assist with inspections and ensure compliance with safety regulations.

Period of Performance
The contract is anticipated to last for three years or until the successful completion of the project.

Place of Performance
The contract will be performed at a site located in Augusta County, Virginia.
