RFP 2024-04 Armed Security Guard Services

Background
The Portsmouth Redevelopment and Housing Authority (PRHA) is a political subdivision established in 1938 to provide federally subsidized public and affordable housing services to low-income families in Portsmouth, Virginia.

The Authority is governed by a board of commissioners and operates under federal regulations, primarily funded by the U.S. Department of Housing and Urban Development (HUD).

The PRHA seeks qualified, licensed individuals or firms to provide armed security services for its properties.

Work Details
The selected contractor will provide uniformed armed security guard services at various PRHA properties, including ten multi-family apartment complexes and one senior complex.

Services include standing guard or roving patrols, with guards required to be CPR/First Aid certified, in good physical condition, and able to carry at least 60 lbs.

Guards must complete detailed activity reports and be equipped with communication devices. The contractor must ensure personnel undergo drug testing and background investigations before assignment.

The contract will be for one year with four optional renewal years.

Period of Performance
The contract will commence upon selection and is set for one year with the option for four additional years at the Authority's discretion.

Place of Performance
Services will be performed at various properties owned or managed by the Portsmouth Redevelopment and Housing Authority located in Portsmouth, Virginia.
