Background
The Town of Front Royal is soliciting proposals for SCADA support services and upgrades. The contract resulting from this RFP shall have a term limit of one year and may be renewable for four additional one-year terms at the option of the Town. The award will be made to the most qualified and best value offeror.
Work Details
The project consists of two tasks: SCADA and PLC Support Services and a SCADA System Virtualization Upgrade. The SCADA and PLC Support Services include making graphics or control changes, providing on-call emergency support, maintaining the systems with updated software and firmware, troubleshooting controls issues, and other related services as requested by the Owner.
The SCADA System Virtualization Upgrade involves upgrading the SCADA system software and computer hardware, changing the system architecture to a virtualized system using on-premise computing systems, configuring hardware, software installation, testing, training, reporting, remote alarm notification setup, and more.
Period of Performance
The hourly not-to-exceed contract for SCADA and PLC Support Services is anticipated to commence on or about August 1, 2024, for a period of 12 months with the option for renewal up to four additional times for a maximum possible duration of five years. The lump sum contract for the SCADA System Virtualization Upgrade is expected to commence on or about August 1, 2024, and be completed by March 31, 2025.
