RFP #07-26 Sewer Engineering Services

Background
The City of Hopewell, Virginia is soliciting sealed proposals from qualified and experienced engineering firms to provide comprehensive sewer engineering services. The City operates an aging sewer collection and pump station infrastructure that requires regular upgrades, rehabilitation, and expansions to accommodate development and regulatory requirements.
The goal of this contract is to ensure efficient and reliable sewer system operations while maintaining regulatory compliance.

Work Details
The services to be provided under this contract include:
1. Project Understanding and Preliminary Assessment: Review existing system maps, conduct field assessments, identify system deficiencies, and provide recommendations for repairs or upgrades.
2. Planning and Design Services: Prepare conceptual designs, perform hydraulic modeling, design force mains and pump stations, develop phasing plans, and prepare detailed engineering drawings.
3. Permitting and Regulatory Compliance: Coordinate with permitting authorities, prepare permit applications, assist with agency submissions, and ensure compliance with regulations.
4. Bid Phase Services: Assist in preparation of bid documents, conduct pre-bid meetings, issue addenda as needed, and assist with bid evaluation.
5. Construction Administration and Inspection: Provide construction administration including submittal review and field inspections, review contractor pay applications, prepare record drawings.
6. Additional Services: Surveying, geotechnical investigation, public outreach support, emergency repair support, SCADA system integration.

Period of Performance
The contract will be performed until August 28, 2025.

Place of Performance
The services will be performed in Hopewell, Virginia.

Bidder Requirements
Bidders must be authorized by the State Corporation Commission to transact business in Virginia. They must maintain appropriate licenses for construction services (Class A, B or C). Additionally, contractors must provide a drug-free workplace as per Virginia law.
