Description

RFP 03-25 Landfill Cell VII Construction Phase 1
Background
The Southeastern Public Service Authority (SPSA) is the regional solid waste collection and disposal agency serving over one million residents in Virginia. The agency operates a Regional Landfill in Suffolk and nine transfer stations across its service area. This Request for Proposal (RFP) aims to select a qualified vendor for civil construction services related to the expansion of Cell VII Phase 1 at the Regional Landfill. This includes the installation of essential systems such as groundwater and leachate collection systems, landfill composite liner, and stormwater management controls.

Work Details
The contractor will be responsible for civil construction services for the base liner system of Cell VII Phase 1 expansion. The scope includes:

1. Construction of a groundwater collection system.
2. Installation of a leachate collection system and leachate pump station.
3. Placement of landfill composite liner.
4. Construction of access roads.
5. Implementation of stormwater management and erosion control measures.

- Subgrade Preparation and Groundwater Underdrain Geocomposite Drainage Layer
- Installation of 12-Inch Geologic Buffer Layer
- Installation of 40-mil Textured HDPE Geomembrane Liner
- Installation of Geosynthetic Clay Liner
- Installation of 60-mil Textured HDPE Geomembrane Liner
- Leachate Underdrain Collection Geocomposite Drainage Layer
- Installation of 18-Inch Protective Cover Soil Layer
- Construction of Leachate Pump Station
- Installation of Leachate and Groundwater Collection Piping
- Placement of Leachate and Groundwater Collection Stone
- Grading and surfacing Access Roads
- Erosion Control Measures
- Construction Enclosures
- Coordination with ongoing landfill operations.
