RFP 01-1201-26 Development of Mobile Application, Printed Map, Marketing Plan, and Community Engagement for the Williamsburg African American Heritage Trail

Background
The City of Williamsburg is seeking proposals from qualified firms to design, develop, and implement a comprehensive mobile application, a complementary printed map, a robust marketing plan, and strategic community engagement initiatives for the new African American Heritage Trail.
The goal is to create an engaging, accessible, and informative experience for trail users that reflects the rich narrative and historical significance of the sites while ensuring broad awareness and participation.

Work Details
The contractor will be responsible for the following deliverables:
1) Development of a mobile application that includes at least 12 trail sites with the ability to easily add more;
2) Creation of a printed map with an anticipated initial quantity of approximately 5000 copies;
3) Development of a marketing plan to promote the trail;
4) Strategic community engagement initiatives led by the vendor with support from the City;
5) Organization and hosting of a celebratory trail opening event, including app demonstrations and troubleshooting assistance;
6) Recommendations for additional photography and videography for the app;
7) Monthly Advisory Committee meetings led by the vendor to achieve consensus recommendations.

Period of Performance
The project is expected to commence with award notification on September 1, 2025.

Place of Performance
The work will primarily take place in Williamsburg, Virginia.

Bidder Requirements
There are no specific set-aside certifications required. Vendors may propose subcontractors but must identify costs and timelines in their proposals.
There is no preference for vendors to be located in Williamsburg or Virginia.
