RFI 2026-01 Maternal Health Desert Mobile Clinic Pilot Program

Background
The Department of Medical Assistance Services (DMAS) administers the Virginia Medicaid program and is focused on expanding access to essential health services for underserved populations, particularly pregnant and postpartum members.

This RFI seeks information from suppliers to assist DMAS in developing the Maternal Health Desert Mobile Clinic Pilot Program aimed at improving care delivery and access for these populations.

Work Details
DMAS is soliciting responses from organizations with expertise in mobile health service delivery, maternal health, and care coordination. The information requested includes:

1. Organizational Experience & Capacity: Detail experience providing mobile health services, especially maternal health, and serving Medicaid populations or underserved communities.

2. Service Delivery Model: Describe the proposed model for delivering mobile maternal health services including staffing, services offered, and continuity of care strategies.

3. Geographic Coverage & Site Selection: Explain the approach to identifying maternal health deserts and factors influencing service location selection.

4. Partnerships & Coordination: Discuss existing partnerships with universities, MCOs, or community organizations and recommend models for effective operations.

5. Member Outreach & Engagement: Outline strategies for engaging pregnant and postpartum Medicaid members in underserved areas ensuring cultural competence.

6. Operations & Reporting: Provide insights on best practices, an estimated implementation timeline, and capabilities for data collection and reporting.

Period of Performance
The RFI was issued on April 17, 2026, with responses due by May 1, 2026.

Place of Performance
The contract will be performed in designated maternal health deserts within Virginia.

Bidder Requirements
Respondents should have relevant experience in mobile clinics and maternal health services. There are no specific set-aside certifications mentioned; however, organizations must demonstrate their capacity to serve Medicaid populations.
